It would do better if it required examiners to set an anti for appellants, which the appellant has to pay if the appellant loses and the office pays if the appeal succeeds. Not only would this discourage hopeless appeals, and raise revenue from those that are pushed ahead, it would also provide a measure of the examiners' belief in and self-awareness of their judgments.
