Maybe the Port Authority, for some reason, didn't want to antagonise WTCA while Mr. Tozzoli was alive. It's nevertheless worth noting that, already during his employment at the Port Authority, Mr. Tozzoli courted <a href="http://cityroom.blogs.nytimes.com/2008/06/24/remembering-the-travel-scandal-at-the-port-authority/" rel="nofollow">some controversy</a> for the regal treatment he and other executives received.<br /><br />Ah, the 1970s and 80s, that blessed time before the phrase "corporate governance" had been invented...Anonymousnoreply@blogger.com
