The Shorter Trials Scheme is a good middle ground as it has tight case management like IPEC (e.g. limits on numbers of witnesses, max 4 day trial inc. reading time) but no costs/damages cap. That said, it was only launched in October 2015 and I'm not aware of any major success stories so far.
