If I instruct something to be done, I follow up and obtain proof in the form of a renewal receipt. I do not believe that you just transfer responsibility and that's that. The same applies when instructing foreign agents to respond to Examination Reports - you wouldn't simply assume that they had received the instructions and carried them out, you would check this. As an attorney, you are responsible for the case, just as within your own offices you remain responsible for the actions of your unqualified staff.
