The Gowers Review website confirms IP's worst-kept secret: the publication of the Gowers Review will be announced in the Chancellor's Pre-budget Report speech, which begins at 12.30pm today.

In the meantime, the Times reports that Gowers will recommend 'that exemptions to copyright law should be allowed for "transformative works"'. If this is correct, it would prove to be a major departure from the UK's traditional approach of specifically elaborated copyright defences.
