No, says the IPKat, this is not a Board of Appeal ruling on the registrability of the sign TOP DOGS. This is the set of decisions by the Administrative Board of the Office for Harmonisation in the Internal Market (OHIM) on the names of candidates whom it recommends for appointment as the top dogs that will be holding some of the Office's most senior positions.
According to the OHIM
website,
"The Administrative Board has prepared a list with a single candidate (Mr Campinos) to be appointed by the Council as President of OHIM. The Administrative Board has prepared a list with three candidates to be appointed by the Council as Vice-President of OHIM. The Administrative Board has prepared a list with a single candidate (Mr Maier) to be appointed by the Council as President of the Boards of Appeal of OHIM".
Antonio is currently Chairperson of the Administrative Board and Paul Maier is the present incumbent as President of the Boards of Appeal. All nominees -- Messrs Campinos and Maier and the three innominate Vice-Presidential nominees (this being a job which only one can have at a time) -- must now await the decision of the Council of Ministers.
Oh, no, here we go again with the inbreeding between the OHIM management and the AB/BC...

A "list" with a single candidate? That means they don't even bother to make it look kosher.
